The email is piped through
mailscanner ( http://www.mailscanner.info/ ), open source software from
Southhampton University. This uses spamassassin v2.63
(http://www.spamassassin.org) to assign a spam score. Depending on the spam
score mailscanner will tag the mail as {Spam?} or not. The break point is set
at a spam score of 9.

You can see the spam weighting in the email header

X-burngreave.net-MailScanner-SpamScore: sssssss

so the offending mail that got through had a spam score of 7 - which is why it
wasn't tagged.
