[blag-whereto] the [blag-static] list

hi all

after the sterling work by sanchez to set up logwatch on the fsf box, i
have made the archive for [blag-static] private as the daily report
includes the ip numbers of the admins. i feel this in not information
that should be in the public domain.

i also added sanchez as an admin for that list. i would also therefore
propose that subscription to that list becomes confirm and approve
rather than just confirm.

jayeola: please pass on the list password to sanchez.

jayeola & sanchez: if the subscription proposal is taken up, please can
you make the relevant changes to the list config.
