[blag-whereto] TRAC suspended

hi all

we were planning to move trac to the fsf server on saturday next anyway.
Homer has kindly emailed me an encrypted copy of a mysql dump for it. he
won't be able to do one nearer the time, so PLEASE do not use the trac
until further notice. a further email will be sent when it's back up.
