Dear Nick

Interesting query but I have nothing positive to suggest.  I don't
know of a single case where "the community" has initiated a plan and
got anywhere with it, with or without help from their LPA.

There may have been some cases somewhere in the UK. It would be good
news.   Mike Parkes at PAL might know (and I'm copying this to him).

King's Cross DOES NOT represent an example.  In the early 1990s the
community prepared some alternative plans, with major technical
support from Mike Parkes (references below).  No help from the local
planning authority.  Never implemented.  But these community plans
(and the planning application which embodied them) served the
important role of giving the applicants (KXRLG) a more substantial
standing with the LPA and would have done so crucially had there been
a public inquiry.

The famous cases are in New York City where there is some special
legislation which empowers 'communities' to come up with plans. The
expert on this is Prof Tom Angotti
http://urban.hunter.cuny.edu/~tangotti/  and he's written about it.

Why don't we send the query round to pnuk  ?  Someone there will know
if this has ever happened.
