[Cc-webedit] reverting local group page

hi, it looks like the correct info from the localgroups was removed,
perhaps in the final revision, and was done by gleb.  Neil, I think we
really need to tell people if we want to make such a major change.  I
spent a load of time putting in the correct info and removing the stale
info. And many other people spent time updating it.  And to have this
all undone without any notification whatsoever is not good process.  I
think we should figure out which is the best version and revert to it
for the new site.  And in future, can we please notify everyone before
making such major changes.
