[Cc-webedit] reverting local group page

Got it, I was tidying up. The links in my version were more accessible
and led to the individual webpage which contained all the info
previously on  the Local Groups page. All I did was improve
accessibility and remove repetition, not a very significant change.
If I'd known your links were so important I'd have made the links anchor
lower down the page, that would mean click once to get down the page
then click again to go to the relevant page.
