[Cc-webedit] carbon trading text on website

Done - what do people think about embedding "the story of cap and
trade"? (http://storyofstuff.com/capandtrade/) I guess it's not quite as
radical as we try to be, but it's bringing a pretty important message in
a very accessible way...
