[Cc-webedit] interim section restructure

An update on the new site:
* See my message from last week on Crabgrass about feedback from
designers. We still need to create a list of reference sites. I can do
this but if anyone wants to input they need to do so!
* It looks like we can get hosted on a VPS from Tachanka
(https://aerosan.tachanka.org/). I am just working out the details with
them at the moment.
* I will shortly (probably today) set up a development install of
BrowserCMS with a very basic "wireframe" template. We can then start to
populate it with content.
* We really ought to get this questionnaire around to working groups
soon. Alistair - do you know when you'll be able to do it? If you don't
have time would you like me to take a stab?
