[Cc-webedit] interim section restructure

The banner was discussed at the Website Working Group meeting yesterday,
and then taken to the Networking Group as a result of that discussion —
the upshot is that we have the mandate to change it back to the
grass/〝Climate Camp 2009〞 one as soon as we want/can.
