[Cc-webedit] highlight proposal

Looks like Neil has put something up, but:
* The image is the wrong size for a highlight
* The text is completely different to what has been suggested by
Jonathan below
I have a PSD file and the font which can be used to make an image which
fits the correct size. If anyone feels they are competent to do this let
me know. Otherwise I think we should use the "UNFCCC gag" image we have
used in the past.
Also, the main image is like 1/2 a meg because it's a PNG. I asked Carl
to change it to a JPG but he seems to be ignoring this request for some
reason.
Yes I can fix these things myself, but I am getting tired of continually
fixing changes made by other people. (Such as the "where next minutes"
page, which I repeatedly asked Neil to fix after it was put up.)
