[Cc-webedit] Swoop as Past Action?

I think the issue Neil was trying to solve is that the layout we had
before, with one big image, meant that the aspect ratio either had to be
very wide and not very high (which doesn't work well for many images) or
the big image would push the other items quite far down the page.
So I think the layout which has been implemented does address this
sensibly - we can just give the two "latest things" a bigger promo, and
all the rest the smaller size one.
If we need to add more past actions, I don't think that's a problem - we
can just have a second row of the smaller size boxes.
Does that address your concerns?
