[Cc-webedit] Proposal: Bike bloc front page highlight

Alright, I've done it. I used the blue image because the bike bloc video
is in the highlights, and it wasn't immediately clear to me what would
go there instead.

I also had to use a different image for CJA, as their logo image is
quite wide and the different options I played around with looked bad.

I propose that Jonation S becomes a "Content Editor" and therefore has
editing access to all areas of the website. I think he contributes to
this group on a regular enough basis that that is reasonable, and given
he is involved in the process group, he might need to change various
different things from time to time. If I don't hear any objections in 48
hours I'll make the change.
