[Cc-webedit] Process error

I'm not sure I agree that having admin rights on the old website
necessarily bears any relation to this new website. They are on
completely different systems, and "admin rights" implies different
things. On the old website it was necessary to be an admin in order to
edit the menus and to edit all pages on the website. On the new website
a Content Editor can do this without being an admin. An example of
another person who had admin rights on the old site but doesn't on the
new one is Jonathan Stevenson - I understand he is not bothered by this.
As for why Alistair has admin rights, I can't remember exactly but he
didn't always have admin rights, so I suspect there was some specific
reason why I added them. I realise this wasn't super sharp process, but
it would have happened during the very very hectic time before camp when
the site was being intensely developed and some pragmatism was
necessary. Now things have calmed down a little we have the opportunity
to make sure we have agreed processes for things which historically have
had no process at all.
