[Cc-webedit] Swoop section - some points

Thanks. Yes I'm aware of the bug with viewing previous versions, I
intend to fix it ASAP, probably tomorrow. Sorry.
I'd like to make a point about linking to sections within the page. At
the HTML level, there are basically two ways to do this. You can either
write <a name="foo"></a> or you can add an "id" attribute to the HTML
element at the point which you want to link to.
I think the former (<a name...>) is a bad idea for two reasons:
* If it's just an empty element that's not very semantic
* If it's there is some text inside the <a> it will be styled as a link,
but will not be clickable, which looks bad
Therefore, I propose we adopt the "id" syntax. The good thing about this
is you don't even need an <a> tag - you can just assign an id to any
HTML element (for instance a paragraph or a heading at the desired
point). If people agree, I suggest we add this to the style guide.
(One thing to note with this is that unfortunately it's not possible to
do through TinyMCE, as the "anchor" functionality in TinyMCE creates an
a tag. So this needs to be done in the "Simple Text" view.)
Secondly, if we are creating lists of links for navigating within a
single page, I suggest we do that as a UL in the sidebar. I propose we
add this to the style guide. I have done this on the transport page, see
