[Cc-webedit] Front page highlight proposal - week of coal

All,

Have had only one email in response to either proposal, so I suggest
that I'll leave it for another hour and then go ahead (as that is over
20 hours and this is a time-dependant change anyway).

Obviously, any feedback is still greatly appreciated.
