[Cc-webedit] CMS Editing Info

I think it's a good idea never to underestimate how difficult some
people can find something, and making it as clear as possible is a good
idea. I don't think there's necessarily anyone that we don't want
editing the website, particularly with the massive undertaking in terms
of content that we've made in doing the new site.
