[Cc-webedit] Updating Local Groups

What I'm encouraging is just to put a basic paragraph that doesn't need updated, preferably sending people to another self-maintained website. A lot of groups have this now: Thames Valley Climate Action, Manchester Climate Action, Cambridge Climate Network.
