[Cc-webedit] Front page proposal

I was thinking about this, and maybe we could have a Copenhagen/Regional
Gatherings feature.
This could Have a different picture from the one atm (which is a bit
confusing I think) and have two links of 'Copenhagen' and Regional
Gatherings'.
The text could say something like: 'They UN failed in Copenhagen. Now it's
up to us.'
