[Cc-webedit] Blog proposal

[simon collister]

Blog proposal gets massive way hands from me.... I like to add my (sort of) proposal for building and editorial calendar to ensure regular content too. That way the blog should work well at a technical and content level.

Also, I'll dig out a comment moderation process proposal which might help guide us in that area too.
