[Cja] Purpose of CJA list

Dear Sina and all,

The new CJA list, which this has been posted on, is for internal CJA work.

One of the conditions of the new list is that it used for CJA work only, 
meaning that it is *not* the place to email press-releases, news 
stories, commentary about non-CJA work etc.

This decision was taking at the Bonn CJA gathering, in light of the mess 
of the climate09 list, and in order to create a 'healthy' working list. 
It was also decided that there would be a 'three-strikes and you are 
out' policy, meaning those that repeatedly abuse this list will be 
removed. A 'terms of agreement' for the list is being drawn up, and will 
be circulated when completed.
