<div>In this case the campaign forced scrutiny of the tender process and prove that it was not a "fair" process which judged quality as well as cost.</div>

<div>Perhaps the Homecare campaign can benefit from this exposure.  We know that the tenders that are used in Homecare will be just as flawed as those they tried to use but were stopped by the SWAN campaign.</div>
