Final Declaration of Caracas Unanimously Approved by the CELAC
 
HAVANA, Cuba, Dec 3 (acn) The summit to establish the Community of Latin American and 
Caribbean States (CELAC) wound up on Saturday in Venezuela with the unanimous approval of the 
Final Declaration of Caracas and the handing over of the chairmanship to Chile.
The presidents, prime ministers and heads of delegations of the 33 countries making up the 
new regional organization expressed a common stance while ratifying their agreement with the 
18 documents discussed during the two-day historic meeting. 
Likewise, the Plan of Action of the CELAC was agreed, which, specified Venezuelan President 
Hugo Chavez, should be honored by all member nations, particularly by the members of the so-
called troika (Venezuela, Chile and Cuba: outgoing country, new pro tempore chairman, and the 
next venue, respectively).
Two communiques can be found among the 22 documents signed, one on the need to put an end 
to the economic, commercial and financial blockade of the United States against Cuba, and 
another one on the recognition of Argentina’s right over the Falklands.
In addition, participants approved a special declaration on the defense of democracy and 
constitutional order of the countries composing the CELAC. 
Political texts referred to commitment to social inclusion, food and nutritional safety, 
the situation of the human rights of immigrants, and the sustainable development of the 
Community of Caribbean States (CARICOM), were also agreed.
Other documents signed include texts supporting the Yasuni-ITT-CALC-CELAC ecological 
initiative in Ecuador; and the Central American emergency situation due to tropical 
depressions. Participants also agreed to declare 2013 as the international year of the quinoa 
(edible grain from Bolivia).
Also, documents reflecting support for Central American security strategy, and the total 
elimination of nuclear weapons were signed. Support for the struggle against terrorism in all 
forms and expressions, and the struggle against the world problem of drugs and drug 
trafficking were also among resolutions agreed.

Raul: the CELAC is Our Most Treasured Work
 
HAVANA, Cuba, Dec 3 (acn) Cuban President Raul Castro described the Community of Latin 
American and Caribbean States (CELAC) as “our most treasured work.”
This work ennobles the concept of a united and sovereign region, committed to a common 
destiny, and its success will depend on the wisdom of its members, which are the 33 
independent nations located between Rio Grande and Patagonia, said the Cuban head of state on 
Friday while speaking in Caracas at the summit to establish the regional mechanism.
In the presence of heads of state and government and of other dignitaries met at Fuerte 
Tiuna, in the southeastern part of Caracas, Raul recalled that the region is a region free of 
nuclear weapons and, after describing it as a valuable achievement, he considered that the 
Latin America and the Caribbean region should also be a region free of military bases in the 
future. 
After recalling that the nations making up the CELAC constitute the most unequal region in 
the world, in terms of the distribution of wealth, he considered this inequality as a 
phenomenon that needs to be confronted.
He pointed out that the recent economic evolution of Latin America and the Caribbean shows 
that in spite of the de current deep global crisis, incomes due to exports have increased and 
that the burden of foreign debt, “although unfair and onerous, is smaller.”
Our extremely blockaded country doesn’t have spare resources. It rather lacks everything, 
but it’s willing to share what it has with those who need it most in the continent, he said.
We have undertaken the commitment to firmly oppose any attempt of destabilizing 
constitutional order in our countries, he pointed out.
The speaker referred to the demonstrations that have taken place in the United States, 
Europe, the Middle East and the northern part of Africa, where the peoples rebel against 
injustice, and considered them as an expression of the collapse of merciless neo-liberal 
economic models.
After condemning the international crime of the North Atlantic Treaty Organization against 
the Libyan people, he spoke about the danger the turning of such practice into a recipe of 
imperialist interests represents. 
He thanked participants for the decision of designating Cuba as the venue of the CELAC 
summit in 2013 and that Cuba heads the mechanism, and said that the island will work in favor 
of the unity of what National Hero Jose Marti called Our America.

HAVANA, Cuba, Dec 3 (acn) During their speeches on Friday at the inaugural session of the 
summit to establish the Community of Latin American and Caribbean States (CELAC), several 
presidents and prime ministers declared themselves to be in favor of regional integration.
At the meeting’s venue in Caracas, Argentinean President Cristina Fernandez championed 
concrete mechanisms that can contribute to protect the region from external economic crises to 
emanate from this newly-created organization. 
The head of state pointed out that this type of meetings can’t serve only to speak about 
integration and make catharsis from problems but to implement more concrete and effective 
mechanisms in favor of development and unity.
It’s necessary to put special emphasis on intra-regional trade, taking into account the 
possibilities and characteristics of each country, in addition to contributing to consolidate 
regional groups like the Union of South American Nations (UNASUR), pointed out Fernandez. The 
region, by way of the CELAC, will become the third economic power in the world, with abundant 
human, natural, water-bearing and oil resources, and we should be intelligent enough to take 
advantage of them, join, and not to repeat the history of truncated processes preceding us. 
Denzil Douglas, Prime Minister of Saint Kitts and Nevis stressed that the CELAC will make 
it possible to open a new chapter for more unity, development and integration in the region. 
After criticizing the Organization of American States for not taking into account the 
considerations of Caribbean nations, he underlined that the CELAC will not be a bloc that 
ignores the smallest countries in the region. 
Colombian President Juan Manuel Santos said that the enemies of the continent are poverty 
and inequality and “we should be ashamed of being the most unequal region in the world.” 
In Latin America, we should pursue integration, asserted Brazilian President Dilma 
Rousseff, and not one benefiting just a few. I’m talking about a new paradigm of integration.
After considering that the Summit will open new courses in the hemisphere, the Ecuadorian 
head of state, Rafael Correa, condemned the media campaign orchestrated against him by 
national and international opponents. 
All leaders in the continent coincided that the only road possible is the unity and 
attainment of economic and social development of all the member nations of the newly-created 
Community.
