you can do it with the same laptop, have a look for live streaming software, theres one called icecast which only does audio

alternately you can get a network security camera for £30ish which will plug straight into a router or wifi and transmit without a computer - don't think you can do timelapse with those though

I'm hosting an event in cambridge later this year and I'd like to put
a webcam in the corner somewhere so people can watch online and see
what's happening.
I'd also like to take a snapshot, say every 10 minutes, and make a
video out of them.

Being a complete 'noob' when it comes to such things, what do I need ?
I have a webcam, and an old windows XP laptop, which I could install
something like ubuntu on.
I assume I need to feed the 'live' video to a website somewhere/somehow?
Can I do snapshots and live feed off the same webcam/laptop?
