Does anybody know of a LAMP toolkit to distribute digital certificates.
 The kind of software that runs cacert.org website ?

I'm interested in being able to distribute digital certificates to people.

For instance, people apply for a digital certificate,  the request is
processed, and the certificate is securely dispatched.

they then use that certificate to identify themselves, connect to
OpenVPN, ...

The difficult bit is in securely distributing the certificates, but
could be done by downloading over https.

All I can find is
http://odyssipki.sourceforge.net/index.html
which looks dead

and
http://www.cymc.online.fr/openwebpki/

which isn't available for download



 I wonder if anybody is aware of any that use
