[HacktionLab] op plan

Hi everyone,

Mark and I spoke today about producing an operational plan for the event
this year.  This will be a grid with timings down the left and areas of
work along the top and then people's names in the boxes to assign
everyone to tasks.

The idea of this is to make things run nice and smoothly; make sure that
those who need volunteers get them; that those who tend to take on too
much, take on less; make sure that those who need empowering, get
empowered; and to hopefully co-ordinate that everyone can do more or
less the things they want.

We're going to do a first draft this week, so expect something next week.
