Spotted this and thought it may be of interest

The goal of Project Byzantium is to develop a communication system by
which users can connect to each other and share information in the
absence of convenient access to the Internet.
http://wiki.hacdc.org/index.php/Byzantium

They are building a portable live Linux distribution based on Porteus Linux.

Goals;
Make it possible for people in emergency situations to communicate and
collaborate.
Make it possible for people in areas where the communications
infrastructure is compromised to communicate and collaborate.
Provide services to support communication and collaboration.
Will be secure out of the box.

Looks like a reasonably active project at the moment
