[HacktionLab] Shefiield 2023 event page updates and cost

Hi all,

I've updated the page at 
https://hacktionlab.org/index.php?title=HacktionLab_Summer_2023 
promoting the links to the talks, the fact one needs to sign-up and the 
cost.

A back of the envelope calculation puts the *recommended contribution at 
£20pp for the event*, notwithstanding costs of staying anywhere, etc.  
It may be lower if the event is well subscribed, but not lower.

However, I am still reeling from BarnCamp 2017 and us loosing a load of 
money due to over-subscription of folks who didn't turn up, and 
unforeseen expenses, so erring on the side of caution is what I think we 
should always do.  So, *do please sign-up if you're coming, and do 
please un-sign-up if you can't subsequently make it*.  Thanks.
