                                                <td><span style="font-size: 9pt; font-family: Verdana;">Tijdens de eerste Uraadsvergadering heeft de U-raad zijn werkplan aan het College van Bestuur voorgelegd. Met dit werkplan presenteert de raad zijn accentpunten voor het komende raadsjaar, verdeeld over een vijftal werkgroepen. <br>

<br></span><span style="font-size: 9pt; font-family: Verdana;">De werkgroep <i>De UU van Morgen</i> heeft zich tot doel gesteld de actuele situatie wat betreft de financiële crisis en de slinkende overheidsfinanciering voor het hoger onderwijs om te zetten naar een lange-termijnvisie. Hierover zal een studiedag worden georganiseerd. <br>

</span><span style="font-size: 9pt; font-family: Verdana;">De werkgroep <i>Onderwijsambities</i> focust op kleinschalig onderwijs, feedback en de aansluiting op de arbeidsmarkt. <br></span><span style="font-size: 9pt; font-family: Verdana;">De werkgroep <i>Optimaliseren van Onderwijs</i> houdt zich bezig met het probleem van de verschillen in reparatiemogelijkheden bij de verschillende faculteiten en de waardering van extra-curriculaire activiteiten. <br>

</span><span style="font-size: 9pt; font-family: Verdana;">De werkgroep <i>Personeelsaangelegenheden en Reorganisaties </i>heeft onder andere het voornemen op te treden als waakhond bij ontwikkelingen betreffende de lopende reorganisaties. <br>

</span><span style="font-size: 9pt; font-family: Verdana;">Ten slotte is er nog de werkgroep <i>Faciliteiten, Duurzaamheid en Leefbaarheid</i>. Zij borduurt voort op initiatieven uit vorige jaren. <br><br></span><span style="font-size: 9pt; font-family: Verdana;">De raad heeft ambitieuze plannen, ook, nee júist in deze sombere economische tijden. <br>

                                                <td><p>Tijdens het overleg met het college op maandag 21 september heeft de universiteitsraad geen advies uitgebracht over het reorganisatieplan van de facilitaire diensten (FSC). De complexiteit van de materie en de behoefte om aanvullende informatie bij betrokkenen (de FSC medewerkers en de gebruikers van de diensten van het FSC) te verzamelen, heeft ertoe geleid dat het overleg vooral gebruikt is om vragen te stellen. Deze vragen betroffen onder andere de volgende thema’s. </p>

<ul><li>In hoeverre heeft de 10% extra bezuinigingstaakstelling personele consequenties, kan niet een versnelling plaatsvinden in het proces om de beoogde kostenbesparing in de inkoop te realiseren?</li><li>De raad constateert een verdikking van de management laag en een verdunning bij de uitvoering, hetgeen wel past bij de beoogde regiefunctie, maar weinig vertrouwen wekt bij de werkvloer.</li>

<li>De raad wil verheldering omtrent het aantal beoogde meldpunten in de Uithof.</li><li>Wat betreft de positie van de medewerkers van de catering is gepleit voor een constructie waarbij betrokken medewerkers in dienst kunnen blijven van de UU.</li>

<li>Kan het college uitsluiten dat nu al op individueel niveau wordt voorgesorteerd op de reorganisatie?</li><li>In hoeverre bestaat de kans dat gedurende de planperiode alsnog besloten wordt om de beveiliging uit te besteden?</li>

<li>Welke zekerheden kan het college geven dat verborgen kosten van reorganisatie niet op het bordje van faculteiten/diensten en/of medewerkers/studenten komen, bijvoorbeeld in de zin van tariefsverhogingen of minder kwaliteit?</li>

                                                <td>Op Prinsjesdag is weer allerhande informatie bekend gemaakt over de financiële huishouding van ons land. Van essentieel belang voor onze universitaire gemeenschap zijn natuurlijk de implicaties van de rijksbegroting voor óns budget. Komen er nog onvoorziene klappen bovenop wat we al geïncasseerd hebben of blijven die uit? <br>

<br>Het antwoord op deze vraag werd afgelopen maandag gegeven door het CvB tijdens het overleg tussen college en raad. Het college deelde mee dat in de ‘Concept kaderbrief 2010’ die afgelopen jaar is opgesteld de bezuinigingen afdoende zijn voorzien. Dit betekent dat bijstelling niet nodig is; verdere financiële klappen blijven voorlopig gelukkig uit.<br>

                                                <td><span style="font-size: 9pt; font-family: Verdana;">De Universiteitsraad houdt een vinger aan de pols bij de ontwikkelingen rondom het U-Blad. Hierbij zijn de vorm en de onafhankelijkheid van het blad voor de raad van essentieel belang.<br>

<br></span><span style="font-size: 9pt; font-family: Verdana;">Voor de raad is het belangrijk dat er niet ingeboet wordt op journalistieke onafhankelijkheid wanneer het U-Blad na de reorganisatie van de Universitaire BestuursDienst onder het hoofd Publiciteit zal komen te vallen.<br>

<br></span><span style="font-size: 9pt; font-family: Verdana;">Naast een onafhankelijk medium en een onafhankelijke redactie, zal de U-raad zich hard maken voor het behoud van een kwalitatief hoogwaardig podium voor debat binnen de Universiteit. De U-raad zal dan ook een proactieve houding aannemen als het gaat om het verder verbeteren en behouden van de kwaliteit van het U-Blad. <br>

                                                <td><p style="margin: 0cm 0cm 0pt;"><span style="font-size: 9pt; font-family: Verdana;">In een brief aan het college heeft de personeelsgeleding van de universiteitsraad aandacht gevraagd voor de onduidelijke procedure inzake het gebruik maken van grote collegezalen in het centrumgebied. Het bleek dat voor sommige dagdelen (met name op donderdag en vrijdag) enkele grote collegezalen zijn gereserveerd voor eventuele evenementen. Vaak worden deze zalen niet gebruikt. Om vervolgens deze zalen aan te wenden voor het reguliere onderwijs blijkt een moeizaam proces. Het lijkt alsof de beheerders van deze zalen tot op het laatst de optie verhuren willen open houden, en dus de kans op mogelijke additionele externe inkomsten verkiezen boven de actuele behoefte aan grote collegezalen. Het college zal de brief schriftelijk beantwoorden.<br>

                                                <td>During their first meeting, the University Council presented the Executive Board with a Focus Plan for 2009-2010. The Plan emphasizes the areas the Council will be focussing on this year in five specific working groups. <br>

<br><span></span>The ‘<i>The UU of tomorrow’ </i>working group<i> </i>will aim to establish a long-term view of the current situation, with regard to the financial crisis as well as the decrease of financial support from the government. A seminar will be organised on this topic. <br>

The ‘<i>Ambitions in Education’ </i>working group<i> </i>will focus on small-scale teaching, feed-back on exams, and the transition onto the labour market. <br>The ’<i>Optimizing Education’</i> working group<i> </i>will work towards further appreciation of extra-curricular activities and towards equal universitywide rules on resits. <u><br>

</u>The ‘<i>Staff Affairs and Reorganisations’ </i>working group intends, among other things, to monitor the developments of the current reorganisations.<br>These groups, together with the ‘<i>Facilities, Sustainability and Livability’ </i>working group, will allow<i> </i>the U-Council a head start in their ambitions.  <br>

                                                <td>Instead of providing the Executive Board with an advice about the intended reorganisation of the UU facility services, the Council used the plenary meeting on Monday, September 21, to address some important issues. Main reasons to postpone the advice to the next meeting in November was the complexity of the reorganisation process and the need for more information, both from personnel involved and from users of the services. Issues that have been addressed during the meeting are the way the 10% additional budget cuts will be implemented, the position of the catering personnel, the danger that more units will be outsourced, the problem of how to handle “hidden” costs (who pays?) of the reorganisation, and the changing balance in type of personnel (more employees at management level, fewer at operational level).  <br>

                                                <td><span style="font-size: 9pt; font-family: Verdana;">On ‘Prinsjesdag’ (Budget Day) lots of information became available about the financial situation of the Netherlands. Of particular importance to our University are the implications the national budget has on our own budget. <br>

<br></span><span style="font-size: 9pt; font-family: Verdana;">The question is whether or not there will be further unforeseen financial consequences for our University. <br><br></span><span style="font-size: 9pt; font-family: Verdana;">Last Monday, the Executive Board in the meeting between Board and Council stated that the ‘concept Financial Framework Plan for 2010’ has sufficiently anticipated on the necessary budget costs. Therefore, no revisions are required; for now there will be no additional financial blows. <br>

                                                <td>The University Council is keeping a very close eye on the procedures concerning the possible changes to the U-Blad. The Council attaches great importance to the independence of the newspaper and its editors.<br>

<br>The Council, therefore, wants to be assured of a freely and independently operating board of editors. Presently, this seems to be jeopardized by the planned changes in the organisational structure.<br><br>The University Council will strive for an independent platform and an independent board of editors to ensure a permanent qualitative stage for debate within the University.<br>
