[LAF] Participating in Politics

Checking my email after the last discussion in the
Chapel Market veg restaurant I found this quote at the
end of a message from a LibDem councillor in Camden
Borough:

"One of the penalties for refusing to participate in
politics is that you end up being governed by your
inferiors." Plato

Does that refer to current British representative
democracy or is it only applicable to Athenian-style
participatory democracy?
