On Tuesday 18th April, he is facing being "spirited away" by the immigration service, without proper access to legal representation. Premier Detention Services who run Colnbrook have been keeping him on a segragtion unit (solitary confinement) and have refused him phoine calls. He was part of the recent hunger strike taking place in Colnbrook. Looking deeper into his circumstances gives a very disturbing picture. Romeo is a relative of Pascal Lissouba, the former president of the Congo, who was violently deposed in 1997. Romeo has seen three members of his immediate family murdered, but this did not stop his involvement in the Christian peace movement in the Congo. He was imprisoned five times before coming to the UK to seek Asylum. That was back in 2002. His problems here started when he was in Newcastle in 2003. At the National Ayslum Seekers Service {NASS} hostel he was asked to share a small room (2m x 2m) with another person. When he objected to this, the police were called, he was attacked with Mace and arrested. No charges were made and he was released. He was soon living in Birmingham in Kendal Towers, B17 and was perfectly legal, able to draw benefit, when he was re-arrested and taken back to Newcastle. However by the time he appeared in court, the magistrate explained that it was all a mistake, and that he should not have been arrested. Mr Dzamba filed a complaint. Shortly after this, the police arrived at his address and proceeded to search the premises, despite not having a search warrant. When they found a bank card belonging to a friend of his, he was arrested for fraud, although the card had not been reported missing nor had there been any fraudulent transactions. His frienmd had left the card at his flat by mistake. He had also been writing to Tony Blair about his situation and discovered that the police had removed all his correspondence concerning this. He was released without charge. At this time there was no question of him not having a bona fide legal status, indeed he had just received confirmation that he was going to be given permission to work. Yet when he was caught up in the police dragnet which followed the community tension last October, the police from Rose Road Police Station, Harborne, were quick to assert that he was an illegal resident, and he was speedily dispatched to the Immigration Removal Centre, first at Harmondsworth and then Colnbrook. As it was the same police from the same police station who were dealing with him, it is clear that something fishy is going on. They knew he was not an illegal resident, that on the contrary he had valid papers and furthermore had filed a complaint against them. So, we have to ask Does Rose Road Police have a policy of arranging illegal deportations for anyone who makes a complaint against them? Romeo has been kept in detention now for nearly six months and faces illegal deportation. He has not been given proper access to legal support whilst in Colnbook, and recently has been held incommunicado by the authorities there. The reason for this is that he has stood up to police harassment by filing a complaint and taken up the issue with the authorities. We should not let our concern as to how Romeo is being treated by the police and other authorities blind us to the fact he faces the real threat of persecution if he is deported to the Congo. But his case also shows up the murky side of harrassment and racism in Rose Road Police Station, Birmingham. Asylum seekers who show such initiative and intelligence and who refuse to be intimidated are a threat to a system which always seeks to dehumanise them. Stopping this deportation is doubly important as it also stops the cover up at Rose Road Police Station. No Deportation! No Cover up! A few thoughts after the last ARC strategy meeting. Lets try and shortcut another lengthy meeting by getting some agreements by email. So responses to this email please. Government Strategy I think the main dilemma re deciding on ARC?s way forward is how we read the government?s strategy towards AS&R. We seem to have 2 conflicting view points. One that says that the Government is likely to respond to pressure and grant an amnesty for asylum. This follows the economic logic of the IPPR report that Kevin has circulated. The other that says the Government is about to get much tougher on deportations i.e., responding to the right wing racist press and, let?s face it, popular opinion (encouraged by the press). The argument forcefully put at the March ARC strategy meeting was that things are going to get very tough for AS&R and that we needed to prepare for defensive campaigns to protect peoples? rights and that we therefore could not ourselves devote all our resources to a national march or amnesty campaign, though we all thought this was really important to do?and we might be able to do this at some point in the future through the actions we now decide to engage in. It could be argued that big European business interests now have their pool of cheap labour within fortress Europe?Poland, Lithuania etc?so the economic usefulness of further ?illegal immigration? (or new asylum seekers who, because of government policies, have no alternative but to work illegally)?is likely to be coming to an end. This does not mean that the ?illegal? pool of workers already here is no longer useful to capital. I suspect the fact that they are illegal is the main economic attraction that has allowed them to stay as they are subject to super exploitation under slave labour conditions within Fortress Europe. Neither they nor, importantly, their employers, pay any tax on their labour and they therefore receive no health and safety benefits. They are also difficult to organise because they aren?t legally recognised, as we know. Yet without this army of illegal labour, our food supply would collapse, our office floors would not get cleaned, our care homes would be inoperable. I find it hard to believe that without a massive campaign the Labour party is really going to concede an amnesty but I would love to be proved wrong. The Labour Party as the latest Rowntree report on the rise of the far right in London has described is focussed on winning marginal seats in middle England. In this context they need to be seen to be tough on immigration however much they also benefit from the pool of cheap labour underpinning our economy. One thing is for sure--they are going to clamp down heavily on all new arrivals with their 9-15 day fast track policies that will effectively boot out the majority of new arrivals fleeing persecution, repression and poverty. This will condemn thousands to a very grizzly fate and needs to be an ongoing issue for ARC. ARC Strategy Suggestions Whichever logic the government follows I believe a central strategy for ARC should be: ? to build campaigns that have a primary focus on recruiting new AS&R to our campaign work ? to build strong links with other AS&R campaigns, the trade unions and progressive forces?in Birmingham and nationally ? To build campaigns that politically challenge the right wing agendas that blame migrants for Britain?s problems and focus on the government policies that are the real problem I think this strategy in the current political environment is a tough nut to crack but we have made a very good start on this with the socials and the other activities already organised. I would argue that we need to build grass roots refugee and asylum seeker campaigns around the very real issues these communities are facing: destitution, not being allowed to work, lack of good legal representation, detention, tagging etc. At the same time politically we should be arguing that bad housing, poor pay and conditions and rising racism are not the result of immigration but of government policy. This means, as we have always said in ARC, building broad based grass root campaigns starting with AS&R and linking in other progressive forces. This means building from local issues. I think drawing up a leaflet about what ARC is fighting for and against needs to be done. Kevin is right that we need to put this under a campaign banner like Amnesty or several campaign banners.. But we don?t have to do this all at once. Let?s combine strategising with action. I agreed very strongly with what was said at the Wednesday meeting re building from the AS&R who are already active in ARC -Nellie, the Rahimis, Bezhad, Mansur and Mahmoud. Suggested Actions What the above were arguing for is regular demonstrations, vigils, street actions, to mobilise people like the demo we organised outside the home office in November. I think this is right though I am not sure that Solihull is the most media useful location and mobilising non AS&R activists weekdays will not be easy. So maybe we need to alternate demos in Solihull with other activities. I would argue that a major event of this kind should be the sleep out in refugee week. We need to seriously build this activity. Publicise it on a much bigger scale than before try and get support from trade union and other groups. From this we can then build for other activities. We should develop the indymedia-discussion activities we have tried for the sleep out before. Maybe linking with Zirak?s Halabjah play and think about some direct action afterwards. To do this properly we need to start work on this now. March on Labour Party conference? I believe Arash is suggesting that maybe a march to focus on the Labour Party conference in September is a possibility. Fine as long as we are sure we have the resources to do this without detracting from our locally based work. If we do this we need to be sure we have enough partner organisations to make it a goer and we need to be aware it?s only worth doing if we have the time and resources to get round trade union conferences and the like to build support beforehand. A damp squid march would be worse than no march. My feeling is we need more discussion on this one but lets get cracking with local stuff now. The changes mean EEA nationals will be given preference over non-EEA doctors in applying for vacancies. These non-EEA doctors had been permitted to enter the UK before the introduction of the points system and had been told that they could apply for hospital vacancies in the UK. Up to 15,000 overseas doctors may be affected by the rule changes. Tauhid Pasha, Legal and Policy Director of the Joint Council for the Welfare of Immigrants, said ?The treatment of non-EEA overseas doctors is disgraceful and defeats the objectives of the new points-based immigration system. The Government?s reasoning for the points-based system was to send a clear message around the world that the UK values skilled migrants and to set a fairer system for giving people the right to work in the UK based on the skills that they can offer ?Yet here we have a whole group of highly skilled people already in the UK who are left in limbo having been told that EEA applicants will be given preference over them by the NHS hospital trusts. Many non-EEA nationals will feel discriminated against and poorly treated, particularly as overseas doctors from outside Europe have a tradition of contributing to the provision of our hospital treatment which is as old as the NHS itself. ?We support the overseas doctors in their call on the Department of Health to review the application of the rules to non-EEA doctors already in the UK to seek work and to consider making transitional arrangements for this group. Visits to detainees ? discussed regularly going to Campsfield detention centre near Oxford to visit people there. The event still seems to be mostly financed by the Angel Group, a NASS accommodation provider, who are being investigated by the Home Office. According to the local press in Leeds they have exploited refugees by overcrowding them into poor quality housing and denying them heating and electricity. It?s contradictory to say the least that a corporation like the Angel Group, who are Asylum Profiteers, are the main sponsors of an event like ?Celebrating Sanctuary?. Proposal to email and perhaps meet the event organisers and draw more attention to the Angel Group?s past record in the hope that they will source the events income from other sponsors with far more integrity. Along with a handful of other private companies, the Angel Group was contracted by the Home Office?s National Asylum Support Service (NASS) to provide housing for asylum seekers. This is what the Angel Group specialize in: they claim to provide ?high quality accommodation and support services to vulnerable people?. By the end of 2003 it was a multi-million pound property industry with a director, Julia Davey, who is the 17th richest businesswoman in the UK. However, internal company records, statements by former employees and the testimony of asylum seekers housed by Angel Group reveal that the company?s success is built on some dubious methods. Before the Angel Group was contracted by NASS it had already established its credentials as a ruthless profiteering organization. In April 2003 Ms Daley bought an old nurses? home in Newcastle and called it Angel Heights. Its first occupants were Iraqi and Iranian asylum seekers who soon rioted over poor conditions. In its first 2 years Angel Heights generated a profit of ?700,000 and Ms Daley awarded herself a dividend of ?300,000. With a five-year contract from NASS that amounted to ?20m a year, the Angel Group started acquiring and renting properties across Yorkshire and the north-east. It was handling up to 800 properties at a time, all of which were paid for by NASS whether they were occupied or not. In the event, according to former employees, between 30% and 50% were not used. At its busiest, the Angel Group was providing more than 3,600 bed spaces to NASS. The fee paid for each bed space was ?102 a week. Angel Group properties in Sheffield, particularly Burngreave and Firth Park have been overcrowded, sometimes with 2 adults sharing a room with only a curtain separating them. An investigation by the Leeds Today newspaper uncovered ?squalid conditions? and sometimes no gas or electricity in houses let by the Angel Group. A report by the National Audit Office in 2004 of asylum seeker housing provided by private companies (including the Angel Group) showed that 33% of 4,535 properties inspected had "significant" defects and 7% needed immediate action. The Angel Group in Sheffield hit new depths in July 2004. An Iraqi Kurdish resident of one of its properties in Burngreave, Naseh Ghafor went on hunger strike to protest that his forced deportation to Iraq would lead to his death there. He was in the fourth week of his hunger strike when Angel Group representatives announced that they wanted him out of the house. His few clothes and vital official papers of his were taken without his knowledge by Angel Group employees in an attempt to force him out. At this stage Naseh could barely move his head, least of all move house. The Angel Group is currently the subject of a Home Office investigation which began in August 2005. It has a Sheffield office under the name of ?Angel Home Loans? at 57 Owler Lane, Firth Park. You can call its manager, Mr Bruce Cable on 261 7777. Here is a timeline: Saturday 8 April: 120 detainees at Colnbrook begin refusing food during a demonstration outside Harmondsworth & Colnbrook detention centres, near Heathrow, where detainees are prevented from going to windows or accessing the exercise yard, to see and hear the demonstration. Sunday 9 April: Many Colnbrook detainees refused to leave the chapel after their Pastor, who had spoken via mobile phone to the demo the day before, was punished by being put in isolation, then moved to Harmondsworth, and wasn't present at the service. Monday 10 April: 150 detainees at Colnbrook refuse food, with some declaring that they are on hunger strike [report]. 97 detainees issue a statement demanding an end to their detention. Many of them have been detained for over 6 months, some for up to 3 years. One man has been in detention since 2001. Wednesday 12 April: 2 men at Colnbrook who have been doing telephone interviews with journalists, are put in isolation cells, and refused phone calls and visits for over a week. One man alleges he is beaten and told by guards: ?why did you talk to journalists and bring trouble for this company?. Colnbrook is run by Serco. Thursday 13 April: Most of Colnbrook refuse food in protest at length of detention. Those on hunger strike continue. Saturday 15 April: 125 Detainees at Haslar detention centre near Portsmouth begin a food refusal in protest at length of detention, conditions at Haslar, and in solidarity with the protests at Colnbrook. The home office deny that the protests at Colnbrook and Haslar are connected, but detainees in both centres are in touch with each other by phone, and claim that the protest at Haslar is a direct result of those at Colnbrook. Monday 17 April: A delegation of detainees at Colnbrook meet with a home office official to discuss their demands. He focuses more on individual cases, rather than the length and arbitrary nature of detention generally. They decide to do a further mass food refusal the following day, with the demand of a meeting with local MP John McDonnell. Monday evening: Detainees at Haslar stage a peaceful sit-in protest in the exercise yard, and refuse to go inside. Staff lock them out and call the mufti squad (prison riot police) who search them all before allowing them back inside. During the night, 40 detainees are removed from Haslar and moved to Colnbrook, in order to try and contain the hunger strike. One man, whose name appeared in the Guardian newspaper, is badly beaten by guards. At the time of writing, several of these men remain on hunger strike. Tuesday 18 April: More than 300 detainees in Harmondsworth detention centre, next to Colnbrook, have a mass one-day food refusal, in protest at length of detention, and in solidarity with the protests in Colnbrook and Haslar. The Trade Union movement has had a sorry history in relation to immigration controls. At the beginning of the 20th century the TUC agitated for the first immigration controls against Jews, which helped bring about the introduction of the 1905 Aliens Act. At various times throughout that century trades unions have organised against migrant workers and for greater controls. So not only have migrants confronted with the physical and legal borders, they have to contest the borders that exist within the workers movement itself. On May Day we must challenge that and call for a world without borders. There has always been a voice within the trade union movement in support of migrant rights and against controls starting with the 'Voice from the Aliens' over a hundred years ago. More recently trades unions have opposed new legislation strengthening immigration controls. Today some unions such as Natfhe and NUJ have come out against immigration controls. Immigration controls are in your work place and the union ought to be fighting them. People in the caring professions are supposed to act as immigration officers; reporting migrants to the Home Office, denying people services because of their immigration status, evicting them and taking their children away. We say DEFIANCE NOT COMPLIANCE! People in your union are rounded up, detained and deported. We say NO DEPORTATION! NO DETENTIONS! Set up or support a campaign against their deportation. Take industrial action to oppose their deportation. 'Illegal' or precarious immigration status makes many workers vulnerable to super-exploitation paid well below the minimum wage with no health and safety conditions. The tragic consequences of this have been seen on the sands of Morecambe Bay. To ensure that this year's May Day has a truly global feel, the march and rally are being organised by TUFR (Trades Unions for Refugees). Asylum seekers, refugees and their supporters will be marching alongside trade unionists from Manchester and other North West towns and cities. The march, which is supported by Manchester Trades Union Council, starts at 12 noon from All Saints' Park in Oxford Road and will be led by 10 drummers from the Rhythms of Resistance Samba Band. It will finish with a rally in Albert Square where speakers include the Lord Mayor of Manchester, Councillor Azfal Khan, trades unionists, and organisations representing refugees and asylum seekers. Jeremy Dear, General Secretary of the National Union of Journalists, and Matt Wrack, General Secretary of the Fire Brigades' Union, are both backing the march and rally and will send messages of support.
