Colnbrook , known as Britain?s Guantanamo Bay, saw its last suicide attempt 3 days ago when Matadi Kidinga Christian was beaten by 4 officers and slashed his wrists as an attempt to escape the horrors of illegal captivity. The Home Secretary, flanked by 4 body guards toured the detention centre near Heathrow and talked to some detainees. When the detainees complained about racist abuse they were told that that neither the Press nor Human Rights agencies would be of any help to them against the Immigration regime of the country. Recently Colnbrook management has changed their methods and the way the centre is being run. Presumably they have been instructed by the UKIS to put more stress and pressure on detainees so majority of people will get frustrated and agree to be send back and then either be killed or join the rebel or Loyal forces in the fight to kill innocent and poor people in the countries they have fled - Congo, Afghanistan, Somalia, Iraq and many more. The so-called Immigration Removal (sometimes even labelled "Reception") Centres are thus increasingly resembling CONCENTRATION CAMPS "We are like animals kept in the zoo said one detainee they bring tourist to come and watch us, led by their tour guides as they introduce and show detainees to tourists." Last week, while detainees were in the IT room communication to and with their Solicitors and families, two professional camera men were brought in to take photos and pictures of detainees. At a time when enforced deportations are at their highest rate ever and corporate-run detention centres are packed with thousands of people, whose only crime was to seek refuge in this country; when dawn raids and the weekly reporting are constant nightmares for many asylum seekers; when the government is introducing increasingly more restrictive and racist immigration controls every day (asylum quotas, immigration point system etc.); comes Refugee Week (19-25 June) to ?promote understanding and to celebrate the cultural contributions of refugees.?

While the ?nationwide festival? is, indeed, an opportunity for refugees and immigrants to make their voices heard, faced with all the ?asylum madness? of mainstream media, there are many reasons to assume that the event is essentially a cheap public-relations exercise, both for the government and for some of the organisations and corporations involved. The events appear to be designed to deliberately hide the real issues surrounding asylum and immigration. Serious political content is systematically suppressed. Besides the Home Office, some events -for example, Birmingham's Celebrating Sanctuary- are partly funded by such dodgy asylum profiteers as the Angel Group. Furthermore, the way in which things are organised mirrors much of Labour's discredited multi-cultural policies in terms of dividing refugees along ethnic lines.

Body:

The 20th of June marks the World Refugee Day, which was created in 2000 by a special United Nations General Assembly Resolution. The day had previously been commemorated as African Refugee Day in a number of African countries. In the UK, World Refugee Day is celebrated as the start of Refugee Week, a ?nationwide festival? designed to ?promote understanding and to celebrate the cultural contributions of refugees.?

Refugee Week was first held in 1998. It was created, according to their website, ?in response to the increasingly negative perceptions of refugees and asylum seekers held by the general public in Britain.?

Refugee Week is a UK-wide programme of arts, cultural and educational events. This year, it will take place from 19th to 25th June. Unlike previous years, there is no specific theme for Refugee Week 2006. Instead, the events will be organised around the idea that Refugee Week is a ?space of encounters between different communities? and ?an opportunity to use more creative ways to address relevant issues and attract new audiences.? In 2005, there were over 450 small and large events, ranging from big music festivals and art exhibitions to film screenings, conferences, school activities, sports and community events.

Refugee Week is a multi-agency project, with representatives from the partner agencies forming the ?Steering and Operation Groups?. The partner agencies currently include: Amnesty International UK, British Red Cross, International Rescue Committee UK, Oxfam, Refugee Action, Refugee Council, Save the Children Fund UK, Scottish Refugee Council, STAR (Student Action for Refugees), UNHCR and Welsh Refugee Council.

Apart from the partner agencies, the project is also funded by: Arts Council England, Comic Relief, Department for International Development, the Home Office, Association of London Governments, Greater London Authority and by a great number of other funding bodies.

Birmingham's contribution to the festival is called Celebrating Sanctuary. Celebrating Sanctuary Birmingham is a registered charity working with refugees and asylum seekers. Typically, their main activities include a Schools Day (16th June this year), a free festival and open-air concert (17th June).

Besides the Home Office, the organisation is partly funded by the Angel Group, which has been providing ?core funding? since 2001. Last year, the Home Office carried out an investigation into claims that the London-based company charged both the Home Office and Leeds City Council for the same properties. Company records, internal emails and testimony from former Angel employees also showed the company was paid for accommodation that was ?unfit for habitation? or for which it had no keys. Records further suggested Angel claimed discounts on council tax to which it was not entitled to in Leeds and Newcastle upon Tyne. The Asylum Profiteer Group, with more than 50 subsidiaries, is 100% owned by 48-year-old Julia Davey. In 2003, she paid herself a salary of ?458,000 as well as collecting nearly ?1m in dividends [see Birmingham Indymedia's article and The Guardian's report on Angel].

Many grassroots groups throughout the country are organising events and actions, during and around the Week, to bring these issues to the fore. In Birmingham, there will be a candlelit vigil on 20th June, organised by Birmingham Anti-Racist Campaign (ARC), to remember those who took their own life in detention, followed by a Refugee Sleep-out and guerrilla screenings in Pigeon Park (St. Phillip's Cathedral). Birmingham NoBorders is also organising a day of events on 30th June, starting with the monthly ARC-NoBorders picket at the immigration reporting centre in Solihulll and ending with screenings and a fundraising gig at the Spotted Dog pub in Digbeth.

The objective was, apparently, to expose the Home Office's failure to deal with 'illegal immigrants'. It is terrifying to know that gutter journalists can go around the streets as vigilante immigration officers, wrecking people's lives, livelihoods, and perhaps even sending them to their death. If they can get away with this, which group of people is next on their hitlist to be lifted off the streets. This culmination of a frenzy of bogus journalism directed at refugees and migrants over the last few months. Day after day the papers have had an orchestrated frenzy around 'foreign' criminals and 'illegal immigrants' setting the political agenda. These 'news'papers weep crocodile tears about racist attacks and murders but they create the vicious racist atmosphere which encourages these things to happen. Is it any wonder that the British National Party wins seats when these papers are pushing the government to attack refugees and migrants even more than they are now? "In the name of fighting clandestine immigration, governments are adopting repressive policies and are expanding the frontiers of wealthy nations through centers of detention, ejections, expulsions and selection of the labour force." (from the migration-related Appeal of Bamako/Mali at the Polycentric World Social Forum in January 2006) The European migration regime makes migrants 'illegal'. One of the main measures of the European Union authorities against the movements and struggles of migration is currently the establishment of camps and other instruments of migration control outside Europe, in African and east European countries (their 'externalisation'). When thousands of migrants and refugees collectively stormed the border fences of the Spanish enclaves in Ceuta and Melilla in October last year, the crucial demands for freedom of movement and for equal rights were clearly brought to public attention, at least for the moment. The inhuman, barbaric reactions, the fatal shootings and mass deportations to the desert, mirrored the escalating level of conflict and the crisis of the European migration regime. But there is an ongoing process undermining this migration regime, not only from 'outside' the borders, but also from the inside. All over Europe, almost every day, there are social and political struggles, protests and campaigns against camps and deportations, for asylum rights for women and men, for legalisation, for European citizenship rights based on residence rather than nationality and against the exploitation of migrant labour. These struggles go far beyond any narrow understanding of European identity. Our new joint call for a Day of Action follows the mobilisations on 31 January 2004 and on 2 April 2005, when we held the first and second days of action on migration in more than 50 cities across Europe. At the European Social Forum in Athens in May 2006, the issue of migration for the first time had its own thematic 'axis'. A growing network of migration-related initiatives decided in the final assembly to take another step and coordinate actions around 7 October. Taking into account specific regional and national conditions and the circumstances of various struggles, our Day of Action aims for resistance at European and even transcontinental levels. Our mobilisation will make the first moves towards Europe-wide central activities in order to develop the idea of a common demonstration in 2007, either in Brussels or at another place of public interest. Our aim is to address Europe as a whole and not only national governments. In addition the chosen date in October is a reminder of the events in Ceuta and Melilla in 2005. We will make a particular effort to build cooperation with initiatives in Africa. A simultaneous day of actions in European and African cities in October would help to promote an axis on migration in the next World Social Forum, which will take place in Nairobi (Kenya) in January 2007. This corresponds with the Bamako Call which we have already quoted from: 'In the period from the Bamako Forum to the one in Nairobi, we propose a year long international mobilisation in defense of the right of all people to circulate freely around the world and to determine their own destiny... Finally we call for an international day of mobilisation that could take place in the sites/symbols of the frontiers (airports, detention centers, embassies, etc.)'. Above all, we are determined to stress the global dimension of migrant struggles today. Thus, we intend to connect our Day of Action with the initiatives and ongoing mass mobilisations of the American migrants movement in the next future. The homeless plight of the vast majority is masked because most are sleeping on the floors of friends and of others in their community with up to 14 people living in one terraced house, according to reports. The results have been released as part of National Refugee Week, which starts today. The study, carried out between October 2004 and March 2005, warned that the number of asylum seekers heading to Birmingham had not fallen since the study and the problem led to an increased risk of those affected turning to crime. About 70 per cent of those considered destitute - principally from Iraq, Afghanistan, Zimbabwe, Somalia and Iran, as well as EU accession countries - have exhausted all appeals for asylum and have been evicted from accommodation provided by the Government's National Asylum Support System (NASS) and had benefits terminated. About 10 per cent have had their claim accepted but have not had the paperwork entitling them to benefits and alternative living quarters. Others are thought to have complicated legal claims and poor or no proper legal advice, or are mentally or physically vulnerable and have 'fallen through the net'. The study, entitled Destitution of Asylum-Seekers and Refugees in Birmingham, was commissioned by Birmingham Churches Together and the Church Urban Fund. "It seems that the vast majority are relying on the support of friends and people from their communities," said the report. "Very few are sleeping on the streets and the assumption is that most are sleeping in very overcrowded accommodation. "We have gone back to the '50s and '60s when newlyarrived immigrant communities survived through kinship but often in atrocious conditions, such as having 14 people in a small terraced house," said one of the researchers. The danger is that the refugees slip into a life of crime or work in the black economy. "I remember working in Kings Cross in London and doing street work with young women who had come down from Northern cities to work in prostitution," said a spokesman from one charity group. "The only difference now is that instead of being from Sheffield they are more likely to be from Romania." The precise number of refugees in the city is unknown as accurate records are not kept - one of the major problems in Birmingham, according to the report. NASS insists there are only 30 destitute asylum seekers in Birmingham. But the Regional Consortium for Refugees and Asylum Seekers puts the figure at 10,000 and the Refugee Network estimates it is between 5-10,000. The Red Cross believes the number is on the rise. "Sadly the situation is very likely to get worse," concluded one of the authors of the report. "Although the numbers of asylum-seekers nationally has decreased, this has not necessarily been mirrored in the numbers of people coming to Birmingham, which continues to be a city that many refugees are attracted to." It claimed the laws of the land had deliberately created a "new underclass". "Not allowed to work, not allowed to claim support, not allowed to exist," it said. "If they remain hidden and out of sight then perhaps the problem does not exist. But of course it does and this small study has confirmed that there are hundreds, if not thousands, of destitute refugees and asylum-seekers in Birmingham." The report, in UNHCR's quarterly "Refugees" magazine, examines the phenomenon of intolerance in many parts of the world and exposes the myths and misperceptions that give rise to it. In an introduction to "Refugees: Victims of Intolerance," UN High Commissioner for Refugees Ant?nio Guterres, says asylum seekers are an easy target. "In some countries, deliberate attempts to dehumanise asylum seekers are continuing, always presenting them as menacing statistics, as criminals and bringers of disease, or as some other form of generalised abstract aberration that is easy to hate," writes Guterres. "In an increasing number of countries, asylum seekers - and the refugees among them - have become a tool for political demagogues, or have been turned into faceless bogeymen by an unscrupulous popular press. " Guterres notes that people seeking asylum are easy prey for politicians and journalists who wish to pursue a wider anti-foreigner agenda, sentiments that may feed violence against foreigners. The new UNHCR report looks in particular at recent coverage of refugees and asylum seekers in the UK and Australia. It notes that although some British reporters have themselves complained about their paper's coverage of asylum seekers, some news outlets continue their hostile reporting on the issue unabated. Significant strides have been made in the UK in recent years that have helped enhance integration and community cohesion of foreign born populations. Negative coverage has receded to some extent since the 2005 general elections. Regional media outlets tend to report more favourably on refugee and asylum issues than the national media. The Greater London Authority's 2005 Local London Press Awards scheme, for example, helped to highlight positive coverage of refugees and people seeking asylum in the capital. Refugees remain more prone to attacks than the average Briton. Police are currently investigating the stabbing of an Afghan man in east London on 17 May. According to reports published in The Times, the four attackers repeatedly knifed their victim, then draped an England flag draped over his body. The man was rushed to hospital in serious condition. Underlying perceptions feeding the anti-asylum sentiment often behind such violence include notions promoted amongst some UK tabloids and interest groups that there are too many asylum seekers in Europe, with more on the way, and that they abuse the hospitality of their hosts, Guterres writes. The number of people seeking asylum in the UK has plummeted by some 60 percent in recent years, back to pre 1994 levels. Across Europe, claims are now back at levels not seen in 25 years. Meanwhile, removals of unsuccessful asylum claimants have increased considerably in the first quarter of 2006, going up 43 percent over the same period last year. UNHCR is calling for British civil society to speak out against discriminatory rhetoric feeding the anti-foreigner sentiment apparent in some sections of Britain's press and political life. "It is important that politicians, the press and the wider public remain focussed on fighting poverty, discrimination and injustice both here and abroad, " said Bemma Donkoh, UNHCR's representative to the United Kingdom. "Despite the vast amount of sympathy for refugees when they are encamped in desperate situations abroad, they may also suffer intolerance and injustice here," Donkoh said. "As the UK prepares to commemorate World Refugee Day on 20 June, it is vital that we all remember those people among us who have been persecuted and suffered human rights abuses or been caught up in wars and forced to flee their homes amidst horrendous violence," Donkoh warned. "While the vast majority of the world's refugees are in poor countries adjacent to their homelands, some do arrive here in the UK and should not be spurned as so often occurs." Unheard Voices - listening to the views of Asylum Seekers and Refugees ' will be launched on Wednesday 24 May 2006 at 2pm in The Thatcher Room, Portcullis House, Westminster . The launch is being sponsored by the All Party Parliamentary Group of MPs on Asylum Seekers and Refugees. The report was commissioned by the Commission for Patient and Public Involvement in Health (CPPIH) on behalf of the network of 11 Mental Health Patient and Public Involvement Forums in London . The best practice guide and further research builds on preliminary work conducted last year and the recommendations and findings are based on the views of asylum seekers and refugees who were interviewed. The best practice guide sets out nearly 100 recommendations for action. The research, report and guide were prepared by consultants David Palmer and Kim Ward. The report calls for agencies responsible for commissioning and providing care to take a much more integrated and holistic approach. The report states that poverty, housing and immigration status are the key issues impacting on the mental health of asylum seekers and refugees. These issues need to be addressed as well as ensuring sensitive and accessible mental health services. Commenting on the report, Mike Loosley, Chair of the London Mental Health PPI Forums Network, said: "This is an excellent piece of work by David and Kim and it represents an urgent call to action for the NHS, other service providers and commissioners. Asylum seekers and refugees deserve to be treated with dignity and respect and services should be designed accordingly." Our mobilisation will make the first moves towards Europe-wide central activities in order to develop the idea of a common demonstration in 2007, either in Brussels or at another place of public interest. We will make a particular effort to build cooperation with initiatives in Africa. Celebrating Sanctuary As you all probably know, we did a leafleting at Celebrating Sanctuary (CS) on 17th June. The leaflet created a lot of controversy and we had some encounters with the Angel Group, who partly fund the event, and CS people. The CS secretary said they were ready to formally respond to our concerns. So we're gonna write them a letter about this. Alex is to draft one as soon as possible and put it on the list so that others can discuss it before sending it out. 2. Solihull demo On Friday, 30th June. It's gonna be basically similar to previous ones. There are, however, a few things that we need to do: - re-do the the banner that was used for the Genoa thing; - read out updates of the Campsfield hungerstrike; - leaflet in Solihull before the demo; - write to that Solihull Observer journo beforehand to invite her over and ask why her report of last month's demo was never published; - can we use Nellie's "grave stones" used at the ARC vigil? 3. Noborders gig On 30th June, at the Spotted Dog pub in Digbeth, from 8pm to 2am (or maybe a bit later). Greg has printed out nice posters and did Mosely so far (at bus stops, record shops etc). Other people are gonna do other areas before the weekend. We need more people to help with postering on Thursday evening. We also still have some of Felipe's flyers. Greg would have to start setting up from 2pm, so it would be nice if other people could go down to help out after the demo. The programme will roughly be as follows: - 8 to 9: talks and discussion. A German activist from the global No Border network, Startx, is hopefully coming to talk about the origins of No Border. Someone from Brum NoBorders could also say a few words about out activities. - 9 to 9:45 (or 10): some music. This includes Vince (accoustic), Zirek (Kurdish violinist) and Tim Bom (magic drumstick); - shorts about No Borders for 15m or so; - from 10: live bands followed by DJ's. The bands include Wasif (rapper, intelligent hip-hop), Heels (Cuban, funk, mash-up) and Corner Boys (punk). The DJ's include Skinny, Greg and Kristy. They were confined to a half acre of grass after the Senior police officer from the Sussex police read out Section 14 to the Public Order Act. The demonstration went ahead in the confined space, with a samba band playing, banners, slogans and speeches. The police officer failed to explain under which by-laws the demonstration was prevented to be held in front of Tinsley House, although he stated the road that brings to the centre (cordoned by police) is a private road and the ground belongs to British Airways. Demonstrations have been held in front of the centre in the past, without the authorities ever try to stop them. They may be feeling a bit nervous lately, after a series of mass hunger strikes in varous detention centres... Outside and inside the detention centres resistence is growing, that may be a reason why we are facing more repression. British Airways keeps collaborating with deportaitons. Between 40 - 50 people attended the demo, mailnly from London, Brighton and Birmingham. A number of asylum seekers and former detainees attended. On Sunday 25 June, Panorama puts "Rape on Trial", an investigation produced by Films of Record with Roger Graef, whose 1982 documentary A Complaint of Rape -- featuring Thames Valley police interrogating a woman -- caused shock waves. For 30 years we have helped thousands of rape survivors seek justice. We led the 15-year campaign which finally made rape in marriage a crime, pressed for a ban on sexual history questioning in court,* and have called for better sentences and compensation. We highlight the hidden of rape of children, the discrimination faced by prostitute women, by those who know their attacker or have a history of mental health problems, and by victims of racist sexual assault. We advocated for two women who made legal history when they won the first private prosecution for rape in 1995, which resulted in an 11-year prison sentence on the same evidence the CPS had rejected. We are well placed to assess what has changed ? and what has not. We can put you in touch with rape survivors we are working with now who can speak about their responses to the programme and their own experience. They include: - ?Chloe?, who is featured in the Panorama programme, who was raped at age 16 by her boyfriend. The crime was not properly investigated or prosecuted. The police refused to let her come back the next day to check her statement, pressing her to finish it in one gruelling session. The police went over her head to disclose the crime to her parents although she was 18 at the time, but never took a statement from her parents about the effects of the rape. The CPS refused to meet her to explain why the case was discontinued. Five years on, she still faces intimidation and threats from the accused. - Ms B, raped at 15 by a neighbour. The police lost evidence, and waited three months before arresting the man. The judge told the jury to disregard her age, although she was below the legal age of consent. This all contributed to a not guilty verdict. - Ms L, who woke up to find a man sexually assaulting her, the morning after a party where she?d been drinking. She was "put on trial" in court, undefended by the prosecutor, and the judge stopped the case before the jury had a chance to hear corroborating evidence. The man had a previous conviction for rape. - Ms N, who guessed her drink had been spiked after she'd been out for a meal with a girlfriend. She found herself next morning covered in bruises but had no memory of what had happened. Forensic tests found semen. But the police failed to gather further evidence, told her to wash her clothes, and closed the case. She made a formal complaint about the investigation to the IPCC. - Ms M, whose boyfriend and his friend drugged and raped her. The boyfriend was never charged; only his accomplice was put on trial. Despite a doctor testifying in court that no human being could have been conscious while sustaining such severe injuries, the man was found not guilty. They have many times previously held such peaceful demonstations in the town. On Monday, however, the demonstration was attacked by Maltese police and Army. Media and journalists were also attacked and equipmenmt was confiscated. Some media escaped with taped footage. Around 50 people have been hospitalised - teeth, legs and arms broken - mainly from Hal Safi Barracks concentration camp on There are around 3000 refugees having been in detention for 1-3 years on Malta. Most have been taken by force from the sea and promised asylum in Malta. However, the government has been only granting asylum to a very few people, based on their nationality and race. Those who have been selected for release have been confined to the island with no resources to rebuild their lives, only the most basic tents for survival in the so-called "Open Centres". We have been putting pressure on the Maltese and European authorities. So far MEPs have been sent to the concentration camps, although some have been not allowed access to the prisoners. But apart from all that, the big question is why the secrecy and falsehood? These covert deaths camps, or are they ?detention centres? are extremely talented in the art of psychological and physical torture, and dehumanising treatment. Places like Haslar and Hamondworth where detainees are routinely beaten and starved, stripped naked and exposed to extreme temperatures, and grievous bodily harm, for the slightest of demonstrations or protest. Shameful examples are the men who were stripped naked, beaten, and same instances almost crippled, for speaking to the press, during organised peaceful demonstrations. Another who was stripped to his briefs and kept in solitary confinement in extreme cold of mid winter in Harmondworth, or is it the man who was force fed when he persisted on his eight month hunger strike in Colnbrook, (by which time he would readily qualify as a holocaust survivor, just liberated) or a disabled man who had to undergo forty eight hours of a sickle cell crisis without medical attention at Doncaster, and was later transferred to London in agony when the refusal of the centre manager to call the ambulance sparked a mass unrest among the detainees.
