(London) - A new report by the UN High Commissioner for Refugees warns
that despite the rapid fall in the number of asylum seekers arriving in
industrialised countries, debate about asylum seekers has become more
negative and vitriolic.

The report, in UNHCR's quarterly "Refugees" magazine, examines the
phenomenon of intolerance in many parts of the world and exposes the
myths and misperceptions that give rise to it.

In an introduction to "Refugees: Victims of Intolerance," UN High
Commissioner for Refugees António Guterres, says asylum seekers are an
easy target.

"In some countries, deliberate attempts to dehumanise asylum seekers are
continuing, always presenting them as menacing statistics, as criminals
and bringers of disease, or as some other form of generalised abstract
aberration that is easy to hate," writes Guterres.

"In an increasing number of countries, asylum seekers - and the refugees
among them - have become a tool for political demagogues, or have been
turned into faceless bogeymen by an unscrupulous popular press. "

Guterres notes that people seeking asylum are easy prey for politicians
and journalists who wish to pursue a wider anti-foreigner agenda,
sentiments that may feed violence against foreigners.

The new UNHCR report looks in particular at recent coverage of refugees
and asylum seekers in the UK and Australia. It notes that although some
British reporters have themselves complained about their paper's
coverage of asylum seekers, some news outlets continue their hostile
reporting on the issue unabated.

Significant strides have been made in the UK in recent years that have
helped enhance integration and community cohesion of foreign born
populations. Negative coverage has receded to some extent since the 2005
general elections. Regional media outlets tend to report more favourably
on refugee and asylum issues than the national media. The Greater London
Authority's 2005 Local London Press Awards scheme, for example, helped
to highlight positive coverage of refugees and people seeking asylum in
the capital.

Refugees remain more prone to attacks than the average Briton. Police
are currently investigating the stabbing of an Afghan man in east London
on 17 May. According to reports published in The Times, the four
attackers repeatedly knifed their victim, then draped an England flag
draped over his body. The man was rushed to hospital in serious
condition.

Underlying perceptions feeding the anti-asylum sentiment often behind
such violence include notions promoted amongst some UK tabloids and
interest groups that there are too many asylum seekers in Europe, with
more on the way, and that they abuse the hospitality of their hosts,
Guterres writes.

The number of people seeking asylum in the UK has plummeted by some 60
percent in recent years, back to pre 1994 levels. Across Europe, claims
are now back at levels not seen in 25 years. Meanwhile, removals of
unsuccessful asylum claimants have increased considerably in the first
quarter of 2006, going up 43 percent over the same period last year.

UNHCR is calling for British civil society to speak out against
discriminatory rhetoric feeding the anti-foreigner sentiment apparent in
some sections of Britain's press and political life.

"It is important that politicians, the press and the wider public remain
focussed on fighting poverty, discrimination and injustice both here and
abroad, " said Bemma Donkoh, UNHCR's representative to the United
Kingdom.

"Despite the vast amount of sympathy for refugees when they are encamped
in desperate situations abroad, they may also suffer intolerance and
injustice here," Donkoh said.

"As the UK prepares to commemorate World Refugee Day on 20 June, it is
vital that we all remember those people among us who have been
persecuted and suffered human rights abuses or been caught up in wars
and forced to flee their homes amidst horrendous violence," Donkoh
warned. "While the vast majority of the world's refugees are in poor
countries adjacent to their homelands, some do arrive here in the UK and
should not be spurned as so often occurs."
