i'd go for the 48 hours thing.

also, it would be good i think to change the ending of the email:

moreover the administrator taking on a request can just cc to the list, 
in this way we will all know if someone has already tended to a pending 
request... its also easier than typing a whole series of emails of 
individual admins..
