so he wants to pay less. his option being, pay the fee like everyone else, turn up and potentially sell SOME pizza, less or more depending on the weather - or - don't pay, don't turn up and definitely sell NO pizza. Or has he got the option to go elsewhere, where he can guarantee sunshine?
seems daft. I would go with the big sign on the tent.

To be honest, he's committed now to pay the fee, just because he doesn't like the way the weather has been this week isn't our problem. If he doesn't show then he has still committed to pay the fee is the way I'd look at it, also if he doesn't show then the word will go out to other organisations that he's not reliable plus a big notice on the tent saying he wanted to pay less due to the weather so didn't turn up wouldn't be good for business I'd have thought
