Just searching docs about the Spital Hill masterplan.  This is the best 
I've found so far -

It makes claims for an extensive consultation process - which is 
interesting, given that businesses that are up for complusory purchase 
orders only became aware of this when we spoke to them last week!

For those interested in the process: this could be a first part of it - 
asking businesses to say when they found out / how they found out that 
they would be up for a CPO.
