Today MPs will be asked to abolish the presumption of innocence for
British citizens. They will be asked to approve provisions in the
prevention of terrorism bill allowing Britons, for the first time in
peacetime, to be detained in their own homes or in government
accommodation on the say-so of the home secretary.

If Charles Clarke's bill is passed, British citizens will be branded
terrorists without charge or trial and without any right to know the
evidence against them, or to contest that evidence.
