There's a conference on Democracy, terrorism and security in Madrid on 
March 11th - the anniversary of the Madrid bombing.

Open Democracy has suggested having local meetings on the same theme -

- to promote the notion that local democracy is part of the solution to 
the global conditions that underpin terrorism.  (E.g. smug rich 
countries doing nothing...)
