Silence on the Wolves is a peer-reviewed paper

In this paper, Glenn Rikowski examines four vital silences in the
Department for Education and Skills' 5-Year Strategy document of 2004.
These are: federations of schools in England; the Private Finance
Initiative (PFI); the concept of human capital; and making money out of
educational services. The analysis is set within an overall concern with
the business takeover of schools in England. The final section looks at
explanations of this phenomenon and includes reference to the WTO's
General Agreement on Trade in Services (GATS).
