<P style="FONT-SIZE: 10pt">NABLUS, (PIC)-- Jewish settlers set fire to
grazing and agricultural plots belonging to farmers in Iraq Bureen village
south of Nablus on Monday night, local sources said.</P>
<P style="FONT-SIZE: 10pt">They added that 20 settlers attacked an area
near the village and started fires in olive fields in particular.</P>
<P style="FONT-SIZE: 10pt">In the meantime, the Israeli occupation
authority started bulldozing Palestinian lands in Kharbatal Mafqarah east
of Yatta town, Al-Khalil district, in order to expand the settlement
outpost of Avigal.</P>

<P style="FONT-SIZE: 10pt">GAZA, (PIC)-- Israeli occupation forces
(IOF) boarding armored vehicles on Tuesday advanced into east of
Breij refugee camp in central Gaza Strip and bulldozed lands and
erected sand barriers.</P>
<P style="FONT-SIZE: 10pt">Local and security sources reported that
seven bulldozers escorted by five army tanks had advanced 300 meters
east of the densely populated camp.</P>
<P style="FONT-SIZE: 10pt">IOF troops a few days ago shelled a
civilian home in the same area killing a young woman and wounding
three members of her family.</P>
<P style="FONT-SIZE: 10pt">In the West Bank, IOF soldiers rounded up
11 citizens at dawn Tuesday in central and southern areas.</P>
<P style="FONT-SIZE: 10pt">Local sources said that among the
detainees was an American activist in Bil'in village where he used
to take part in anti wall rallies witnessed weekly in the village,
in Ramallah district.</P>
<P style="FONT-SIZE: 10pt">The Hebrew radio reported that IOF
soldiers detained a Palestinian youth at a road block in the Jordan
Valley at noon Tuesday, claiming that he was carrying a knife.</P>

<P style="FONT-SIZE: 10pt">RAMALLAH, (PIC)-- Professor of
political science Abdelsattar Qassem stated Monday that the
kidnappings taking place in the West Bank are related to the
agreements signed by the PA with Israel especially the Oslo
agreements, which stipulated the elimination of the
Palestinian resistance.</P>
<P style="FONT-SIZE: 10pt">In a press statement, Qassem said
these kidnappings would continue as long as the PA in the West
Bank remained dependent on the funds coming from the donor
countries which chained it and made it hostage to the Israeli
occupation authority and the external interventions.</P>
<P style="FONT-SIZE: 10pt">He expressed belief that the PA
security campaigns would go on even if Hamas and Fatah reached
a reconciliation agreement during the coming days.</P>
<P style="FONT-SIZE: 10pt">In his reply to a question about
Netanyahu’s condition of freezing settlements in exchange for
Arab relations with Israel, the academic underlined that
Israeli premier Benjamin Netanyahu wants to normalize
relations with Arabs publicly instead of the secret relations
with some Arab countries.</P>

<P style="FONT-SIZE: 10pt">RAMALLAH, (PIC)-- Dr. Mahmoud
Al-Ramahi, the secretary-general of the Palestinian
legislative council (PLC), stated that the Palestinian
lawmakers imprisoned in Israeli jails are exposed to
blackmail to pressure Hamas to make concessions
regarding the prisoner swap deal and to accept a
two-state solution.</P>
<P style="FONT-SIZE: 10pt">In an interview with the PIC,
Dr. Ramahi said that the Israeli occupation authority
(IOA) tried to break the determination of the kidnapped
lawmakers through maltreating them and practicing the
policy of forced transfer from one prison to another,
but it always failed to undermine their
steadfastness.</P>
<P style="FONT-SIZE: 10pt">Regarding the national
dialog, he affirmed that some PA parties do not want
reconciliation because they are associated with foreign
agendas.</P>
<P style="FONT-SIZE: 10pt">The lawmaker noted that the
security leaders in the West Bank do not follow the
orders issued by ex-PA chief Mahmoud Abbas, but they
receive orders from others, stressing that the issue of
political arrests is still a stumbling block to the
achievement of national reconciliation.</P>
<P style="FONT-SIZE: 10pt">In another context, the
independent committee for human rights in Palestine (the
ombudsman office) said Monday that PA ministry of
education in Ramallah still fires employees and teachers
from their jobs or ends their recruitment process
because of their affiliation with Hamas.</P>
<P style="FONT-SIZE: 10pt">In a report on the PA
violations of human rights in the West Bank during last
June, the committee said it received during the month
complaints against the PA ministry of education in this
regard confirming that dismissal decisions were issued
by Lamees Al-Alami, the PA minister of education.</P>
<P style="FONT-SIZE: 10pt">The committee underlined that
taking such measures violates the civil service law and
the Palestinian basic law as well as the right of
citizens to hold public office in the government on an
equal footing and without
