[Mediawiki] instructions: intro

hi,

i've set up some stuff for mediawiki hosting on orb.tachanka.org and it's ready
to go; it's even been tested (a bit) with updates, so that shouldn't be too much
of a problem, either.

however, there are different methods for installing sites in the farm, depending
on whether they are new sites or existing sites that are just being transferred
host. thus, i've written two sets of instructions depending upon the situation
(follows, in separate emails).

note: i've written the text so it can be pasted onto a bamboo site, sorry if it
makes it difficult to read. also, there are a couple of gaps, mainly around the
apache config part, which i haven't fully completed yet (there are some guidance
notes on the tachanka admin site)
