When you paste a selection on gimp it appears as a pasted layer because
you can move the selection around. To fix it in place and get it into a
proper layer just click on it.

What's the context that you're doing this in? If its a gif I *think* what you 
need to do is convert it to indexed colour. TRhe last colour in the index range
 (ie 255) will be transparent. I think you need to set this using alpha values.
 The following may be of some help but I couldn't find  a definite answer.

Enabling Transparency
When you erase or cut such an image, the "holes" you make will only
display the background color (the background color swatch in the
toolbox). Now, if you add a new layer to this image, you will find that
it is different from the background layer. All layers that you add to an
image contain alpha information, so when you use the eraser on the new
layer, you will see the underlying layers through the transparent hole
you just made. 


To enable transparency in the background layer, you must first select
the Add Alpha Channel option in the Layers menu. If you choose
Transparent as Fill Type when you create a new image, none of this will
be necessary because this command will produce an RGB-alpha image with a
transparent background.
