Oooh, this hit a raw nerve, I'm going to have to write
this up as a rant one of these days...

These are the setting I think are best for most lists:

- - Open archives so anyone can read them, quote messages
  addresses in other email, link to messages from wiki
  pages and also browse the list to see if it look worth
  joining before joining.

- - Allow anyone to join, vetting is ineffective at best and
  generally it's elitist and annoying.

- - Allow non-members to post, this covers situations where
  people post from the wrong email address like has
  happened already...

- - Viewing list of members of the list...  either list
  members or admin only, this is a setting I'm not
  actually that bothered about... admin only allows anon
  lurking which is probably a good thing...

In the case of spam either set up MTA to block spam using
black hole lists and / or install the Mailman spamassin
patch.

The above is what is done for most of the Indymedia lists
and W3C lists and it works rather well :-)

Setting like this however tend to go down very badly with
people like the traditional left (trots etc, they don't
really understand the internet...) -- I have tried getting
quite a few lefty email lists and the Sheffield Scoial
Forum (in fact loads of lists...) to open their archives
but mostly I have failed... :-(

One success I had the other day is the WSIS prep-l list
(WSIS stuff) which now has open archives:
