This company created (including coding) some free open source solutions 
using the Zope application server.
I saw one of them do a presentation on Zope app server / Plone CMS.
They said how the OpenOffice MS file filter code had been used in a Zope 
app, I guess to give almost the same just save out of MS Office and into 
the network application / extranet setup, that sells SharePoint.

They big contacts have been with Oxfam and the MOD who I think have 
similar need regarding security and availability of logistics /  info 
sharing for their people in the field. I am not sure if they can do 
generalised setup that you require  but maybe they can point you in 
right direction, as they seem part of the community of co-operation that 
is the free open source software community.

But I guess maybe start at:

It actually might cost a bit more at first to get a solution for you 
need with such companies, but it will fit your needs  more closely, and 
less lock in.

I myself have never really got my head round ZOPE ( http://www.zope.org )
