hiya,

well, they have a product that can be extended by third parties, and there
are a bunch of companies or freelances that can make extensions.

one way of making money out of such a situation is to sell meaningless
pieces of paper with "Approved by ..." written on it, as well as some 
entry in a database ("wanna find an approved XYZ developer in your region, 
search here"-sort of thing), except that in this case it's not "Approved 
by..."  but "Participates in...", which may be the version that takes into 
account that we're in a participatory culture these days.

whatever the license of that piece of software is, that's probably 
allowed.

that may look slightly bizarre, but others are selling free software, 
so...

there may be other reasons, but this one comes to mind first.
