Yes, it is strange and thankfully not frequent. But it has happened at
least once; the last time was the instance that triggered aktivix to
change the "mass subcription" for "mass invitation". I understand it
caused the big problems that have been mentioned on this list. People
were indeed subscribed without their knowledge, and when asking to be
unsubscribed, their emails were distributed to the 40K or so
subscribers. I don't understand too well what happened afterwards but
it caused major problems not only to the lists hosted on our list
server, but to the whole of the servers hosted in the same space as
us. That is a lot of the people affected, and to the admins involved,
it was a lot of stress and work.

Maybe we should have looked more carefully in that instance. The fact
is, all most groups have to do is say "i agree to your aup". We are
creating about 3 or 4 lists a day (on average, and that's just an
impression, I haven't counted them)

I don't think the instance I mention above was an intentionally
created spam. Subscribing 40k odd addresses without people even
knowing was out of order, and that's why the list was suspended, but
the spam that happened afterwards was not something intentional. So I
think the answer to your question is no.
