[blag-whereto] bugzilla/TRAC and wikipages pertaining to the aforementioned

hi all

some folks have been trawling through the existing bugzilla [0] in
preparation for transferring the bugs to TRAC [1].

we have moved a series of "bugs" onto the wiki under the general heading
of "One Thing To Rule Them All" [2], which links to series of other pages...

the purpose of these pages is to give a wider audience to the
discussions around what does and doesn't go in to BLAG releases. it is
also worth saying that the time to continue that discussion is *now*, as
it says on [2]:

"The purpose of this page is discussion, so please use 'Section 3:
On-going discussion' of the relevant page if you have further ideas,
news or opinions."
