[blag-whereto] shutdown/removal of blag vm

I have the admin account for the forums. I can grant admin access to 
anyone you guys verify is trustworthy :) So let me know.

I'll demote a few of the legacy admins too from way back. Their user 
accounts have had the same password in forever since they don't log in 
so this is a security precaution.
