[Cc-webedit] new sitemap

I've started a new sitemap on google docs:

It's not very user friendly, but it shows a list of pages in the site  
structure, which should be easy to edit and/or expand.

Bold indicates a page with children, which are listed directly below.

I've added a column for refs to pages on the current site and also the  
owner i.e media group, which i haven't filled out yet.

At this stage, we need to check if there are more pages to add - I  
think we'll need to add more legal pages, for example.

And we also need to think about the pages we need from the handbook.
