[Cc-webedit] Interim website process proposal

Hey Ed,
We agreed we will introduce new accounts gradually to prevent problems
arising and so we can develop our process as we go along. So for now if
you have changes please send them to us and we'll put them up. In the
future we'll definitely get you access to the CMS though.
Sorry if we missed some content for southcoast. The old site is here:
http://old.climatecamp.org.uk/. Send us what you want to go up and we
will do it.
