[Cc-webedit] working groups page

Hi website@,

Just to let you know I've edited the working groups page of the website 
slightly, to update it from saying it's just after the 2008 camp, to 
remove the Action Strategy group, which it was agreed at the Nottingham 
gathering was defunct, and to add in some additional groups which have 
since been created.

A wider update to this page is needed, including filling in some remits, 
which the Process group will try to do shortly.
